SBS is one of those orgs that seems to have thrown any pretext of balance out the window. Every time they report on Iraq it's to say how badly everything is going. You can hear the anger in their voices.

I too heard that story with 'settlers' not included in 'civilians'. While superficially illogical, it morphs if you look at it from the point of view of international law.

A settler in the Occupied Territories is there illegally, and is actively engaged in the annexation of Palestinian land. They are the vanguard of an invading force. They ARE the invading force, essentially. Settlements have mostly military/strategic objectives in their placement and growth. They are staffed with Zionists, whose ideology demands the expulsion of Palestinians from Palestine and Arabs from Israel.

They are not innocent civilians in the normal sense of the phrase.

PS I in no way endorse the murder or harrassment of settlers in the Territories. I just don't think they have a right to be where they are.

International law and even Amnesty International regard people (families, children) living in the settlements as civilians.

That's correct if you get your information from Arabnews or Hizbullah TV. But not in the real world.
